G600 RVSM STC for Cessna 441 Conquest II
Garmin is working to provide a Supplemental Type Certification (STC) that will allow Reduced Vertical Separation Minimum (RVSM) certification for installation of the G600 in select Cessna 441 Conquest II models.

The STC is expected to be completed early 2011. The STC will initially be available for new G600 system installations on the Cessna 441 Conquest II with an ARC 1000 autopilot. After installation, the aircraft will be eligible to fly RVSM flight profiles at 29,000 feet through the aircraft's maximum altitude of 35,000 feet.
G600 at RVSM altitude
Benefits of this STC include fuel savings, reduced vertical separation from 2,000 to 1,000 feet required for RVSM altitudes, and increased airspace capacity. It is expected that these aircraft can save up to 26% in fuel burn while flying at RVSM altitudes.

Final pricing for the G600 system for RVSM (including G600 LRUs with GDC 74B) has not yet been established.

FCC Bans 121.5 MHz ELTs
Effective in August, the Federal Communications Commission (FCC) is banning the certification, manufacture, importation, sale and continued use of 121.5 MHz Emergency Locator Transmitters. This decision was announced in the FCC's Third Report & Order for 2010, adopted June 1st and published June 15, 2010.
The FCC has clarified that the rule is targeting legacy TSO C91a type ELTs which operate primarily on 121.5 MHz, not the general use of frequency 121.5 MHz as the rule implies. Current TSO C126 ELTs are not affected by this ruling.

Date of Compliance has not been announced.

As previously announced, the Cospas-Sarsat satellite system stopped monitoring 121.5 MHz signals February 2009. Since the transition, 121.5 MHz users have been urged to switch to 406MHz ELTs.

Southeast Aerospace is a leading provider of 406 ELTs, ELT Accessories, Programming & Support. SEA has Artex (Cobham), Kannad and several other 406 ELTs in stock.

FAA NextGen (ADS-B) Final Rule
The FAA has released the Final Rule on NextGen Avionics (ADS-B) requirements.

Automatic Dependent Surveillance - Broadcast (ADS-B) is an advanced surveillance technology that combines an aircraft's positioning source (GPS), aircraft avionics, and a ground infrastructure to create an accurate surveillance interface between the aircraft & aircraft traffic control. sea_adsb_units.jpg ADS-B provides consistent position accuracy regardless of the aircraft's range from the receiver.

The improved accuracy and update rate of ADS-B is a critical segment of the NextGen infrastructure.

The FAA has determined that it will be necessary for all aircraft operating in specific airspaces to be equipped with ADS-B Out by 2020. A nationwide infrastructure of ground stations is scheduled for completion during 2013.

At this time, only ADS-B Out is being mandated. ADS-B Out provides the ATC with real-time position information. ADS-B In is the aircraft's ability to receive and display another aircraft's broadcasted information as well as the services provided by the ground stations.

The airspaces that are required to be ADS-B Out equipped are as follows:
- Class A, B & C within the NAS; above the ceiling & within the lateral boundaries of B or C airspace area up to 10,000' MSL
- Class E airspace areas above 10,000' MSL over the 48 contiguous US & the District of Columbia, excluding the airspace at or below 2,500'
- Airspace within 30 NM of identified busiest US airports, up to 10,000' MSL
- Class E airspace over the Gulf of Mexico & above 3,000' MSL, within 12 NM of the US
Aircraft requirements include all aircraft type. The airspace in this rule meets ATC surveillance needs. Transponders will still be required as a backup surveillance strategy.

ADS-B requires the use of a Positioning Source. While, at this time, any positioning source is allowed; WAAS is the only positioning service that provides the equivalent availability required. Non-augmented GPS aircraft may experience outages that limit access to the airspace. It is expected that future developed sources such as GNSS using L5, GPS with Galileo and integrated inertial nav systems will provide the necessary availability.

A Broadcast Link is also required for ADS-B functionality. There are two available options: 1090 MHz Extended Squitter (ES) or Universal Access Transceiver (UAT). FL 180 (the boundary of Class A airspace) is the ceiling for operating an aircraft equipped only with UAT.

In addition, updated certification standards have been released for the Final Rule. TSO-C166b / DO-260B (1090 MHz ES) and TSO-C154c / DO-282B (UAT) are the minimum performance standards. The updated standards do not increase performance requirements. DO-290B & DO-282B are more mature standards and fully support domestic & international ADS-B ATC surveillance. The RTCA standards were developed with close international cooperation. View Final Rule page 5, Section 3 for complete RTCA revisions.

The ADS-B program is currently funded & designed to provide service to parts of Alaska, the Gulf of Mexico and other areas of severe traffic or terrain obstacles. The FAA is actively pursuing agreements with airlines, avionics manufacturers, airports and other NAS users to encourage early installation. Cities, states, airports and private interest such as hospitals and trauma centers are encouraged to help determine immediate needs and opportunities.
